Quick answer

If you're coming to Australia on a working holiday visa (subclass 417 or 462) or a student visa (subclass 500), you can complete your RSA online before you arrive. If you're not an Australian citizen and you complete all of your training outside Australia, you don't need a USI to receive your Statement of Attainment. Once you're in Australia, the USI rules apply as normal.

Hospitality is one of the most common ways working holiday makers and international students earn money in Australia — bar work, cafes, restaurants, hotels and events. Almost every one of those roles involves alcohol, and anyone who sells, serves or supplies alcohol in a licensed venue must hold an RSA. Getting it done before you fly means one less thing to sort out in your first busy weeks.

Who This Guide Is For

Working Holiday Makers

On a subclass 417 (Working Holiday) or 462 (Work and Holiday) visa. Most applicants are 18 to 30. Citizens of some countries — including the UK, Ireland, Canada, France, Italy, Denmark, Germany, Finland, Cyprus and South Korea — can apply for a 417 up to 35.

Hospitality and tourism work is one of the most common ways to fund your trip.

International Students

On a student visa (subclass 500). Student visa holders can generally work up to 48 hours per fortnight while their course is in session, and unlimited hours during scheduled course breaks.

Casual hospitality shifts fit well around classes, and many venues hire students.

Why Get Your RSA Before You Arrive

  • Apply for jobs straight away — many venues ask for your RSA before your first shift.
  • No USI needed if you're not an Australian citizen and train entirely from overseas.
  • One less task on arrival, when you're busy with accommodation, a bank account and a tax file number.
  • Study at your own pace, online, on any device, from your home country.
  • Nationally recognised — SITHFAB021 is the same unit Australian residents complete.
  • Add Food Safety to widen the roles you can apply for in cafes, restaurants and hotels.

Which RSA Course Should You Choose?

SITHFAB021 Provide Responsible Service of Alcohol is nationally recognised, but some states have extra requirements. If you know where you'll work first, choose that state's course:

NSW requires a NSW RSA Competency Card issued by Liquor & Gaming NSW, which includes a government fee. Victoria requires the free SHARPR module from Liquor Control Victoria. Not sure where you'll end up? Call 1300 020 615 or email info@jta.edu.au before you enrol and we'll point you to the right course.

See our RSA Laws by State guide for each state's rules and renewal periods.

How to Get Qualified Before You Fly — Step by Step

1

Check your visa

Confirm your working holiday or student visa and its work conditions with the Department of Home Affairs.

2

Check the USI exemption applies to you

You don't need a USI if you're not an Australian citizen and you complete all of your training outside Australia. See usi.gov.au — USI exemptions.

3

Enrol in the RSA course for your state

Choose your course at jobtraineraustralia.edu.au/courses and tell us during enrolment that you're studying from overseas.

4

Complete your training online

Work through SITHFAB021 at your own pace. Add Food Safety if you want more job options.

5

Receive your Statement of Attainment

It's issued once a qualified assessor deems you competent, typically within 24–48 hours of submitting all assessments (business hours). Need it faster? Optional Priority Marking ($20) means work submitted before 2pm AEST, Monday to Friday, is marked that business day.

Already in Australia?

The exemption only covers training completed entirely offshore. If you're already in Australia on your working holiday or student visa, create a free USI at usi.gov.au using your passport and visa, add it to your Job Trainer Australia account, and start training.

Frequently Asked Questions

Do I need a USI to do my RSA before coming to Australia?

No, if you're not an Australian citizen and you complete all of your training outside Australia. International students who complete all their study offshore through an Australian provider don't need a USI to receive their Statement of Attainment. If you're already in Australia, you need a USI.

Can I get my RSA on a student visa?

Yes. Many student visa (subclass 500) holders work part-time in hospitality, and serving alcohol in a licensed venue requires an RSA. If you complete your RSA online before you arrive and you're not an Australian citizen, you don't need a USI for it. Once you're in Australia, any further nationally recognised training needs a USI.

How many hours can I work on a student visa?

Student visa holders can generally work up to 48 hours per fortnight while their course is in session, and unlimited hours during scheduled course breaks. Conditions can change, so always check your visa conditions with the Department of Home Affairs.

Who can get a working holiday visa to Australia?

Working holiday visas (subclass 417 and 462) are for young people from eligible countries. Most applicants must be 18 to 30, while citizens of some countries — including the UK, Ireland, Canada, France, Italy, Denmark, Germany, Finland, Cyprus and South Korea — can apply for a 417 up to 35. Check the Department of Home Affairs for current eligibility.

Which RSA course should I choose if I don't know where I'll work?

SITHFAB021 is nationally recognised, but NSW requires a NSW RSA Competency Card and Victoria requires the free SHARPR module. If you know your first state, choose that state's course. If you're unsure, contact us on 1300 020 615 or info@jta.edu.au.

How long does it take to get my RSA certificate?

You study online at your own pace. Your Statement of Attainment is issued once a qualified assessor deems you competent, typically within 24–48 hours of submitting all assessments (business hours). Optional Priority Marking ($20) means work submitted before 2pm AEST, Monday to Friday, is marked that business day.

Should I get Food Safety training as well?

It's worth considering. Cafes, restaurants, hotels and catering businesses often look for food safety skills, so having Food Safety alongside your RSA widens the roles you can apply for. It can also be completed online from overseas without a USI if the exemption applies to you.

Is Job Trainer Australia a registered training organisation?

Yes. Job Trainer Australia is RTO 45742, regulated by ASQA and listed on training.gov.au. It is approved by state liquor regulators where state approval applies (NSW, VIC, WA, SA, TAS, ACT), and SITHFAB021 is nationally recognised and accepted in QLD and NT.
