What Is Approved Manager Training in WA?

Approved Manager Training in Western Australia is a mandatory, nationally accredited qualification required by law for anyone who manages or supervises a licensed venue. The course unit is formally titled MLPLCA001 — Manage Legislative Responsibilities for the Sale, Supply and Service of Liquor.

Legal Definition

Under the Liquor Control Act 1988 (WA), an Approved Manager is a person formally approved by the Department of Creative Industries, Tourism and Sport (CITS) to manage or supervise a licensed premises. Completion of MLPLCA001 and submission of a Statement of Attainment to CITS is required before this status can be granted.

Note: CITS replaced the former Department of Local Government, Sport and Cultural Industries (DLGSC) as the responsible WA liquor licensing authority. All Approved Manager applications are now processed through cits.wa.gov.au.

This training is a legal requirement — not optional, and not interchangeable with RSA (Responsible Service of Alcohol) alone. RSA qualifies staff to serve alcohol. The Approved Manager course qualifies you to manage the venue and be legally accountable for compliance.

Important: RSA and Approved Manager certification are two separate qualifications. You must hold both to legally manage a licensed premises in Western Australia.

Who Must Complete Approved Manager Training?

Under WA law, any person who manages or supervises staff at a licensed premises must hold Approved Manager certification. This applies regardless of whether you are the licensee or an employed manager.

Hotel & Pub Managers
Bar & Duty Managers
Restaurant & Small Bar Managers
Licensed Club Supervisors
Packaged Liquor Managers
Licensees Who Also Manage

Key rule: If you are responsible for supervising staff on a licensed premises — even temporarily — you are legally required to be a certified Approved Manager.

Why Is Approved Manager Certification Legally Required?

The WA Government mandates Approved Manager certification to ensure at least one qualified person is on duty at every licensed venue at all times. The purpose is to protect the community, ensure accountability, and keep licensed venues operating within the law.

  • Protect the community from alcohol-related harm
  • Prevent the supply of alcohol to intoxicated or underage persons
  • Ensure licensed venues operate within WA liquor laws
  • Create clear legal accountability for compliance and incidents
  • Satisfy CITS licence conditions at all times

Venues that fail to maintain a certified Approved Manager on duty face significant penalties, including fines, suspension of their liquor licence, and potential cancellation entirely. CITS inspectors conduct unannounced compliance checks.
